Krugman needs to make up his mind

On the one hand he wants Congress to subsidize street lights for our towns, yet he also wants CapnTrade so towns can make their own decisions about energy use.  I suspect he is also for a continuing gas tax exemption for local government fleets.  I dunno, after so many contradictions I simply rely on others to separate the conflicts.
