This post Economix found.  A reporter passed out prepaid credit cards to panhandlers, then tracked the purchases.  These are ideal tests in some ways.  How about passing out a prepaid cell phone to see where the calls go?   Offer a panhandler a GPS and tell them to return it in 48 hours for a reward; then track the movements?

Why? Because these people are the new consumers when growth returns.
