My Island banking solution solves most of our long term problems. I now need to design and entanglement system, the minimum amount of military force, to make it happen. I start with my bare island and I impose a one clause constitution.

OK, got the constitution down. Now the incentives. Each government in the world would require that transactions greater than some percentage of world GDP be 30% backed by gold on Banker's Island. Second regulation. The majority shareholder of any gold pile must reside on the Banker's Island to guarantee delivery.
The intended fixed point is a lot of rich people learning about our risks so that we go through sequences more smoothly; getting long term risk measured as accurate as possible. But they will operate on the edge of precision, most of their gains going back into future looks. Science would likely blossom, climate science and space observation. Diplomacy and bribing would be used effectively to control violent outburst, nuclear material tracked and controlled, nations bribed into disarmament, and food riots would be minimized, any thing sudden they can predict and control.
