Trading future bankruptcy for current stability

Jim Tankersly can't figure out this chart

He has a piece on structural unemployment. He fails to see the rise of federal debt growth starting with Ronald Reagan. Reagan started the bailout process using federal debt in 1980, and the Republican Communist Party continued the bankrupting policies.  As debt increases this chart shows the cardiogram of a dying federal system,   There is no restructuring going on since Reagan the Communist.  The Federal system has to go through bankruptcy to escape the Communism, just like the Soviet Union.
