Step one is fire all the teachers, that part seems to be moving forward. Step two is plan on having the internet robots do two thirds of the teaching next year, and consult me before getting ripped of by an Internet education company. Step three, make sure all the children have a library full of computers, or verify home computers. Step four, make sure any parent wanting daytime baaby sitting from the government can have access to college kids who run the play ground and study halls. Finally, step five, get good teachers who can run small seminars for each student to attend once a week for two or three hours.
If the kids lack parents, then that is not an educational issue and do not burden the schools with that problem. Focus on personal study.
