Professor higgs and the cyclic economy

The US budget deficit continues to shrink rapidly

Why does the deficit shrink just before the next recession? Is it an illusion on my part? I blame the Higgs boson, the economy runs up against a Higgs, and phase aligns in the rebound. The Higgs is generally the limits of oil supply, and the mixing angle induced are tax hikes and mortgage rate interest deduction.  The quarks are California and Florida. The gluons are the housing boom and bust cycle. Tax changes are cyclic on presidential election periods.
