The Universe cannot all be 3/2

The universe has to have 7/5, 13/11, and 19/17 curvature. And they would be barely coupled, so wave motion from the 3/2 would pass through a 7/5 group structures. It has to be this way, otherwise we would not have Heisenberg, Jello Pudding and houses. So maybe, in the end, the goal of the Universe is to increase dimensionality everywhere.

In the balance between minimum redundancy and minimum variance, the 3/2 has run its course.  More groups make finer resolution on Gauss, but Plank spreads, and visa versa.
