Technically possible but it would certainly restrict applications. The iPhone would need nearly spoof proof hardware keys which can only be used by secure software. So it requires a lot of hardware rigging. Their best bet is to get the Smart Card containing a secure banker bot and attach it to the iPhone, make the smart card an accessory. Hence we can see why Apple or Google are reluctant to work with CardLogix on this, they want to preserve their telephone businesses.
But, as far as Google Pay and Apple Wallet, those two applications are goners.
