Pitching some new public sector jobs

The subject is preventing riots, like the ones they have in Baltimore.  The solution is an influx of county healthcare workers into the slums. Sort of like messengers of hope during times of stress, and they would make damn good pension stuffers.
City Lab: The report leans heavily on recommendations from medical groups such as theNational Association of County & City Health Officials, which recently released a statement encouraging “local health departments to frame the prevalence of discriminatory police violence and the threat of violence in all communities as a public health issue associated with a legacy of social, economic, and racial injustice.”
The mental therapy seems displaced to me. Let's check the chart:

Baltimore, the murder capital.  That spike, the red line, that spike happened when the cops left the slums, after the brutality accusations.  The real mental health problem is gently explaining to these folks that they are violent psychotics.  You would have to stuff me with a lot of pensions to go in there and break the bad news.
