Power is granted to the state, not the localities

When a State Balks at a City’s Minimum Wage

Alan takes on the case of Alabama.  State legislatures want to set state  minimum wage law, but the city of Birmingham wants local; minimum wage laws.  We have this problem in California regarding pension rules, San Diego cannot change them at the local level. State politicians will win the case if San Diegpo goes to the Supremes.  This is a clearly stated constitutional provision.
