The City of LA pays $80/hr

City Watch: the City of Los Angeles revealed that the average city employee’s fully loaded compensation is in excess of $165,000 a year for each of the City’s 31,000 civilian and sworn employees. 
If I did the numbers right at 2,000 hours worked per year.  This is average salary.  Who pays for that? Sales taxes on consumers, who have a average salary of $52,000.  Sales taxes are 9% in LA., about 5,000 per year.
