States rights in action

The Michigan Senate on Tuesday approved a long-term $715 million bailout package for the cash-strapped Detroit Public Schools, but did not take up separate short-term emergency funding for the district, which faces a possible shutdown in April.
State politicians love state's rights, it gives them the power.  But they also pay the bills ultimately, because they restrict the power of cities.  

In California that means either San Diego gets autonomy in pension planning, or the state legislature is stuck with the bailout.  Jerry Brown the biggest of the states right governors knows full well how large the bailouts of counties will be.
