How to make socialized medicine work a bit longer

Triage by the patient.  Patients save a ton of money if they can evaluate and perform safe first aid.  Example, a bad ankle? If it ain't twisted, then ice it and make an afternoon apt with your pediatrician.  You know enough to realize the emergency room is a waste of time.  So, we force the patient to learn first aid and some other basics by charging a co-payment fee each timer the use the system.  The payments will figure out how to avoid co-payment fees with a help from all the web sites, their friends and so forth.  And medical charity groups step in with emergency phone calls, and co-payment donations.  But the triage gets done and money saved.
