On the web, say pokeman takes off, what do you do? Deploy Pokeman collectors in all the routers, and rent some local space for Pokerman thinking. Cisco could have, and still could, offer this as a general practice, rent a machine on the spot, spawn all you want..  Cisco would have a tree by probability, all the IP addresses on the tree, bu probability and range, or the actual packet headers waiting fulfillment. The network app can go look, and see if it is congested? Then rent space, clear it up.
