Planning a Denial of Service attack

Washington (CNN)House Speaker Paul Ryan successfully lobbied his Republican colleagues Wednesday to postpone a vote on a proposal to bring back earmarks, billions of dollars for pet projects tucked into spending bills.
"We just had a 'drain the swamp' election," Ryan told members, according to a GOP source in the room. "Let's not just turn around and bring back earmarks two weeks later."
The members are looking ahead to get their chips on the table right at the debt deluge.  Ryan is, essentially, working with these members to plot the earmark attack so they can grab some dough before the bankers spot the jam. 

It is a DOD attack because all the earmark bots attack right when the bill goes to reconciliation. It is like a gateway attack.

They miss an important point, the earmark swarm is already priced.  The words Paul Ryan, and earmark appearing in a news report is an immediate rate hike.
