What kind of deal is possible in the Swamp?

The issue is to build the NorthEast and Great Lakes, let's not kid ourselves.  California does not do infrastructure, and Texas has an over supply. Florida is beach country. So, this is Texas and California investing in points east.

California says, not without a federal has tax.  Texas says, not with the Chicago and New York regimes. Mid-westerners will try and veto the gas tax.

Trump  makes the deal, or else, it seems to me. Illinois is in the edge, and that in and of itself is a whammy on New York.  I have a hard time seeing anything here. Eventually, as we did under Obama, everyone says, screw Illinois, they are goners, then we get some agreement.  How does Trump sell that deal to New York?
