Winter comes to the Great Lakes

How do we measure homelessness in these conditions? You are an ice cube.
In California, a homeless person could go camping, along with folks who camp for fun.

But, the efficient method, from the point of view of DC, is to house them in California. Good idea? Maybe, but how could we predict?  The cost comes every eight years, and other states may skip their payment.
