The defense budget is a bureaucratic nightmare

National Defense Authorization Act for Fiscal Year 2017

It has some 137 sub-acts, way more information then any of the bozos House could handle.  They declare war about four times a year, and all of them have their finger on some particular defense cookie.  It is simply unmanageable, and likely to collapse into a case of 'sit around and wait'. I been there, done that.

We shut, periodically. If we did not shut periodically we have no union.  The bureaucrats need to get with the program and be prepared for on and off operation.
