This is about Xi Ping and his piles of ud.  Tillerson, our Secretary of Cheap Oil claims China should be prohibited from making piles of mud.  

Unfortunately for the secretary, our brilliant CIA fouled up his legal basis. We can recall the time the CIA spread a cover story about a US government sponsored mining operation at deep sea. Wh==The real story was the recovery of a Soviet sunken submarine.
