Here is McCain bitching at Rand because Rand saw no need to include Montenegro into the Nato alliance. McCain would have none of it, since he has already declared Nato war against Putin.  Hence, McCain sees himself as correct by self-delaration, thus making Rand work for Putin.  McCain: 

The only conclusion you can draw when he walks away is he has no justification for his objection to having a small nation be part of NATO that is under assault from the Russians. So I repeat again, the senator from Kentucky is now working for Vladimir Putin.

So, it is pretty clear that this kind of logic has led to the near term bankruptcy of the US Senate.  McCain is obviously been working to increase the cost of defense, picking enemies like some retired soldier of fortune.
