See the ten year  at the 2.5 mark, the right part of the graph.  That is rate rigging because the senators cannot budget.

So, Goldman Sachs is managing that, and staying in close contact with the senate budgeting process.  It is a big  risk, GS has to move stock prices around.  Congress needs rate rigging, GS has the senators sleep and eat with the bank cartel, otherwise risk goes unpriceable.
