It was needed for branded bitcoin side chains. Now, as an aside, I am only the co-inventor of branded side chais, there is already a bitcoin tracker stock on the Swiss market. That is a side chain.
But, ledger congestion needed management because you have large exchanges trading branded bitcoins at risk adjusted par. So the big bitcoin pits need a ledge queue, observable by all. Then we have peripheral and wholesale flow of branded coins clearing without using the ledger. The ledger queue is like a quantization manager, keeping ledger fees normalized to support interbank clearing.
