Jerry has the judicial fix in

"There is more flexibility than there is currently assumed by those who discuss the California rule,” Brown said during a briefing on the budget in Sacramento. He said that in the next recession, the governor “will have the option of considering pension cutbacks for the first time.”
Never was a legal issue and these bozos know that.  

This is strictly a union negotiation, and in California, the State Supremes obey union law first.  So Jerry did his job, he negotiated a more flexible verbal contract, which all the cities must now obey. 

No one in the process ever asked, "Do city and county legislatures have any choice?"  That is the eternal question, under states rights it may be perfectly reasonable for voters to vote away their right to vote, forever.
