The off line notary prequalifier

The notary industry relies on known stable protocols, CRCed at the machine level.  Really, they need a github consortia with validation systems. 

So, for example, one could download a proven Mastercharge/Visa, pipeline ready protocol. Just re-use it, nest it within your own contracts. A call to swap across banks triggers a notary call, but the notary  just triggers a bank exchange on another pipeline controlled kernel.

Thus, engineers are free to design the array processor for mastercharge, a reusable, massive pipeline  we can jump onto for bank account swapping. Or notaries could run a Swift farm.
