The Illinois city becomes a state liability

The state extracts city taxes when pension payments are in arrears. The city having no wealth ceases, the city becomes state, subject to state law.  A sticky situation in need of the virtual city, head quartered in the capital.

Jerry got some woes like that by virtue of Dills Act.  Tis the state stuck with liability during default. The  states want to float the thing up to the Swamp. They gotta trick the trumpster.
