An article published today in Slate makes a similar argument. The authors write: “States can replace their fair-share fee laws with provisions that require or allow public sector employers to subsidize unions directly.” 
We do not need a bunch of clueless discovering the payroll tax. Nor is there any doubt that public legislatures can pay whatever employer tax to themselves as needed. 

No matter how the legislature gathers the worker tax, it faces a Due Process in distributing the money back to approved unions.  This is simply a result of the civil war, states have to observe due process, that means a government agency distributes money back to unions chosen by individual workers with right of review.  This is no different then charging workers a 2% Medical fee, then distributing the money to the patient's doctor of choice.

Congress can, and should,  offer options for the states, options on how to implement a particular program.  The options will require an appeal process for the states, a method for program options to have free entry and exit.

I have a fan of workcamp

Talking to one of the lost and tattooed kids, I mentioned the the workcamp idea.   Pick the kids with priors up on Friday, one weekend, drop him off Sunday.  The city could do it cheap, resell the labor to agriculture and the kids gets 150 bucks for a week end. Or clean brush in the mountains. The kids get time served, after all they are supervised and watched, it substitutes for a parole appointment.

My survey of this one tattooed thought it a great idea. Give cities a criminal justice exemption, by voted law. Try it in an economically depressed zone, small scale. The key is get the kids out of the hood and into work camp for three days.

We can call it a new type of incarceration, voluntary service detail.  The most minimum of minimum security. On the legal issue

If I recall, we still have the real violation, the mayor of San Diego was denied the right, by state law, to assembly peaceably, on his own time and discuss legal issues of his own choosing.  An actual prohibition of a reserved right by a state legislature.  Times like this is why we like Due Process, the state cannot restrict that right.

Then, on a closely related matter, unelected labor unions have the right to review local budgets with the intent of changing it.   Another serious violation of free assembly. The free assembly of elected officials, restricted?

Censorship error

There was a certain set of key search terms in my blog that some specific trade or political or research suddenly snagged, broke through the censor barrier because of the unique set.   Or it was me accidentally noticing something important, first.

The censor really just finds some unique set of matches that pushes the censored blog way down on the search list, the censor cheats on the margin.  But occasionally, with the help of fake news headlines, I get a few posts that break through because few others have the complete search.  My click size goes up by 4 grand.  Generally the folks learn,'Oh yea, that guy', and they shut me off again.

WASHINGTON California’s public employee unions were handed a serious blow in a Supreme Court ruling Wednesday that forbids them from collecting fees from workers who benefit from their representation but do not want to join them.
 In a 5 to 4 ruling, the court determined that public sector unions' so-called "fair share" fees violate "the free speech rights of nonmembers by compelling them to subsidize private speech on matters of substantial public concern." 
 The decision in Janus vs. AFSCME effectively makes California a “right to work” state, ending a 41-year precedent that allowed public sector unions to levy these fees on workers who don’t belong to labor organizations.
Not quite.

The calizuela can and will apply a worker tax.  That is perfectly legal.   Those taxes  pass through a government agency which passes the money on to a worker organization from the agency list. The worker chooses the worker organization, With a bit of Due Process we allow free individuals to organize worker organizations and get on the list.

Perfectly fair, it favors workers finding an organization on an equal basis. Perfectly legal, no different than a business or professional license.  

Due process is served by allowing free entry and exit of worker organizations. Workers retain choice. Legislature retains is right to make law.  The unions have to compete for the government handouts, and public sector unions will do about as well as they do now.

The good news, state legislatures will have to be explicit, they favor unions, private and ublic.  Legislatures willing to put taxes on workers to make that point.  In calizuela the politicians may be too weakassed to try it.

I do believe state legislatures are allowed to tax workers.  I have personal evidence of the fact. 

Are state legislatures allowed to provide funds to unions?  Absolutely, just like Obamacare taxes the workers give the money to health services.  Unions no different, Calizuela can easily defeat this with a union tax.

What the law specifies is a Due Process for appeal if the tax is applied unfairly.  But we have that already with the income tax. So the state takes a fixed amount of worker tax, and by  law subsidizes collective bargaining. The fees have to pass through a government agency and be re-distributed.

Question for the millennial socialist

Crowley - the 56-year-old Chairman of the House Democratic caucus had long been viewed as a potential House Speaker, and has been a staple in New York City politics as chairman of the Queens County Democratic Party. His loss to insurgent candidate Ocasio-Cortez, his first primary challenge in 14 years, is a major upset to establishment Democrats trying to cobble together a "blue wave" of progressive support to combat Republicans in the upcoming midterms. Instead, it looks like Democrats are as fractured as ever. 
Does a millennial socialist agree to pay interest charges on all the debt run up by millennial Trumpsters?  The first 4% of GDP goes to federal interest charges, the next 15% go to entitlements.  Where does the socialism start because what is left is what California uses, and socialists in California are a different party.

I like reading this sort of paper, because it reminds me that history is moving in the direction of market monetarism.  There is no stable equilibrium where the monetary policy regime does not result in the financial markets expecting steady growth in NGDP.  

NGDP targeting of the forecast is easy, setting the forecast is a bit harder.

The currency banker executes, by contract, bets that NGDP grows at a particular rate referenced to time. But then the ledger reports NGDP at a regular interval and the bet becomes a sure thing, bets pile up so the currency banker needs to charge congestion fees. It is still doable as long as the natural NGDP growth remains stable at 3%, or it holds to something close.

But there is no need to be synchronous because there is no need to collect data, expected NGDP growth is right there, at the currency issuer, in loans to deposits, the active queues.    The currency issuing function gets first peek at these two stacks, and it can be asynchronous, settling the bets at any instance, with an interest charge, when it can do so with minimal currency risk.  In other words, asynchronously, there is no advantage in insider information from the data collector,  we are skipping the data collection loop. No one trader has a better look at the tradebook, and the pit boss is a half step ahead. 

The advantage of a time synchronous data collector is that we get an extra layer, central bank term insurance.  Not necessarily a bad idea,but I always had that function up in the smart layer. Remember, insuring time generally falls on government as part of currency insurance.  A bad but workable idea.
