Where did Hillary get the right to interfere in Syria and Egypt?

Why didn't the FBI investigate how, exactly, Hillary got the authority to create a mass Middle East tragedy?  Europe is awfully lucky that Putin saved the day and the forced migration was stopped at 2 million instead of 20 million.  I can see why Putin has support in Europe.
