A tax on plain text

Now California wants to tax text-messaging?
State regulators say surcharge on text messaging would help fund programs that make phone service accessible to the poor

This is making the rounds. But I doubt the tech tycoons will allow it to happen, it threatens the capital gains goldmine. Causes problems for sand box as the bots transmit quotes constantly, and Califorina would just force fraudulent texting into the sandbox, raise transaction costs one way or the other. Won't happen, too close to bread and butter out here.
