Consider Vermont and the Constitutional Adjustment Act

They produce this 89 year old senator pushing socialism for all.

Socialism is a big benefit to 300,000 old people on medicare in retirement homes around Burlington. Under current conditions, the retirees will always send a 90 year old ARRP officer in for senator.

Under the Constitutional Adjustment Act, Vermont gets a variable 3 billion bucks a year, the second most important allocation of Congress, after interest charges.  Two tings change:

1) The allotment for 300,000 seniors, about 8 grand a year, depends on how well their senator manages all the House  programs.

2) Under Due Process, which will have meaning, young kids can move to Vermont and use the 8 grand to start families, depreciating the grant.

Essentially, we are biting the bullet here, funding the Constitution according to definition, whether we like it or not. Just take the simpler Coasian path, be done with it.

The better definition of the Coase bargain is that transaction costs have to be much lower with the deal than without.  In this case we are dumping the huge problem of managing earmarks in all the programs, a horrendous expense. Coase is justified.
