Is Wyoming worth 3 billion a year

Casper Wyoming, barely a tiny dot in ha square left over area after everyone else got their state boundaries.

Sure, worth it. the subsidy would more than likely double the population size and they get economies of scale.  Likely reduce their gun suicides.

Look at Vermont. You can see a tiny dot representing about a thousand retirement homes. The entire state industry maple syrup and  getting earmarks from the senate.  What if we gave them 3 billion/yr? Maybe Bernie would go home and stay there.

We are deliberately expensing a Constitutional blunder, a blunder so obvious George Will cannot cover it up. But the side effects should be mostly positive. Put this in terms a Green New Dealer would understand.  The Constitutional demands inefficiency, we are going to pay a price in melted ice. So let us pay the minimum price, let us just yearly price the cost, and make sure it is paid and done with as a cash transfer based on last years program performance.  The money has only one restriction, Due Process access to the cash for state residents. It has to go through a reasonable legislative review, not to be targeted to special interests. Almost a per voter transfer. The idea is to get enough of a population to lower the benefit from earmarks.
