California lawmakers approve budget that delays pain, hopes for future federal funds

They will be running a 54 billion deficit, mostly bandaged with temporary budget shifting.  They count on 14 billion in Federal aid, but that is not nearly enough. This budget will not hold and expect a supplemental.
