The Swamp gets the bracket above 400k and California gets the bracket under that number.

White House sends mixed message on higher taxes

It really seems to be  debate between the large states and the Swamp.  Texas is neutral as long as oil taxes are not raised.  Nor does Florida care, it still gets escapees from New York in any case.
