Who fouled up Illinois?

Let us not forget that this is Obama’s state, and Chicago is Obama’s city. He has worked in all facets of determining and making policy in Chicago for the great State of Illinois’. His entire political career was with the Democrats in Chicago. Chicago is well over 60% Democrat, so they determined policy at will over his early political career.
