After being amended last Wednesday, the Assembly approved AB 438 on Friday, so the bill will now move to the Senate. Under the terms of the legislation, if a city wants to contract out for its library services, it will have to jump through hoops due to restrictions that will dictate how and when a city can contract for a service.
