How many years, prior to Obamacare, have I bitched about the obvious adaption costs for No Child Left Behind. It took ten years and two major program changes to get the thing stable and it wreaked havoc on the pension liability system leaving open multiple opportunities for double dipping.
The nurses union is doing the same to Obamacare. They, the Dems and the Repubs all knew that the state exchanges revealed the large/small state skew, raising costs. They kept the exchange system because it allowed cheating at the margin, that was he original intent.
Hence, Obamacare spirals.
