If the swamp borrows more will obamacare become efficient?

The current low-inflation environment offers the perfect opportunity to test whether looser monetary policy can boost productivity growth.

The low rates sends more ledger fees to congress to pay obamacare expenses. Otherwise the interest charges are sent to the banks.  In either case, the interest charges derive from ledger fees paid by the bond market. A fee that guarantees the right to sit at the table and get early looks at the trade book.
