As Ripple progresses towards further decentralizing the XRP Ledger, we want to make server operators and members of the XRP Ledger community aware of a few upcoming changes to help ensure the reliability and stability of the network as it transitions to a distributed architecture with fully decentralized validators.Decentralizing the validators becomes, "Make themnotasry a general utility"
The notary can be called from any protocol under pipeline control. The notary is a bot that knows the rules of protocol interaction. But all assets are bearer under pipeline control, dso we can use any currency for pricing the pipeline resources.
It is not clear to me that Ripple has any barrier to entry in becoming the universal escrow router. Pipeline control is just a special, known context supported by linux. So, again, their currency only has value as a ownership share.
