To solve the serious problems facing our country, we need to minimize the harm from legislative inertia by relying more on automatic policies and depoliticized commissions for certain policy decisions. Sounds nice to allow the executive branch to manage flow between elections. Orzag misses the problem that we do not have democracy in DC. Orzag is unable to see disproportionate elections in the Senate, the taboo is engrained in his head.
