At this point, I need not remind readers how o view the chart. How much does it wiggle in the short term? Remove that bit error, and make a continuous, Newton compatible line. Where does that line make its sudden moves?
There is a similar chart showing monthly interest payments by the senators. Right now it is very scary, but we can;t look. It is sort of hidden in quarterly numbers.
