State dissolution as a way out?

States which no longer can pay contracts, including pension, and medicaid can simply dissolve themselves and revert to territories.  Why not?  Ultimately a bankrupt state only exists to give politicians jobs, just dissolve the state and the last remaining purpose of the bankrupt state is gone.

The advantage to being a territory is that central government has no state politicians to enforce mandates, the central government must impose its own government to enforce mandates.
