Give NYC cabs the electronic thingy

And charge them  by time n the city.  That way anybody can become a NYC cab driver as long as they manage their time in the city well.  Felix conveniently accepts the cause of the cab license fiasco:
Meanwhile, it’s the mayor’s job to try to create a system where yellow cabs and livery cabs coexist to maximize the welfare of New Yorkers — the general population first, and the drivers second. The medallion owners come a distant third.
The electronic thingy costs a few bucks, the cab licenses are going to $800 grand.
