Big governments move big units

Big units, the redevelpment system. Like the Dills Act, big, Obamacare, defense procurement. Using the general term, there are lotta large entitlements in government. How are they traded?
Speaking of public sector unions:
The five had signed on to Reed's pension reform ballot proposal, which would put limits on pensions in the city charter. The majority of the union-dominated central committee sees the Reed proposal as an assault on collective bargaining. The resolution concluded that the five "are violating core Democratic values" -- a stark rebuke.
