The US has political comparative advantages. Free speech and assembly, top the list.
But right below that is the Congressional district, a damn good idea, and well sampled.
The Senate, my theory tells me, will set up a production system to deliver goods along multiple spectra, due to the disparity of representation. The small state Senator is looking for smaller more frequent goodies, the large state senator can only deliver large chunks, entitlements. So the Senate requires a production system for funding,funding must flow through a multi-step process, a Senate distribution network. So the Senate has spectral inertia.
When the Senate shows inertia to external shocks, debt covers the shortfall. The Senate must take the road that maximizes disorder, that is the delivery of each goodie must be surprising to an extent. That necessity requires inertia and a production system such that inventories are queued properly.
