The drain is from California, and Texas toward the East coast and Great Lakes, it seems. We have skew because of economies of scale are distorted by state mal representation. The problem is compounded because of constant Congressional efforts to increase the spending. The is why California has less wealth and performs poorly whenever Congress tries the big spending. Our unemployment ratio is increasing relative to the US average. The drain path are opportunities that crop up in well financed states, they get greater per capita stimulus effect.
California and the Mid-Atlantic having opposite spin with respect to stimulus, as I keep pointing out with the regional view from the Ceridian.
One might think that Jerry Brown could figure this stuff out?
