The subject is preventing riots, like the ones they have in Baltimore. The solution is an influx of county healthcare workers into the slums. Sort of like messengers of hope during times of stress, and they would make damn good pension stuffers.

The real mental health problem is gently explaining to these folks that they are violent psychotics. You would have to stuff me with a lot of pensions to go in there and break the bad news.
