The unparented child killers

The parents of these  kids, no doubt, completely incompetent.  After bad parenting, the child's future hopeless.  

A lot of us know how this works, to wit; create a bunch of public sector workers to add enormous costs. Little browns do not quite get it, but they will when we bill them for their public sector vote.
