The chain of command in debt distribution is clearly stated in the law that defines treasury operations. Primary dealers, guarantee partners as member banks, debt advisory committee, and the entire staff of Treasury being from Goldman-Sachs.
The sandbox position is to create the three color pit for central banking and let anyone who wants to pay the congestion fee participate. The three color pit offer central bank rates, but costs the customer a tax reserve account to help congress pay the interest charges.
Same unbiased rule, it is not corruption, it is something we are going to do in the sandbox such that it is observable and bettable.
