States rights vs local legislatures

I think California can constitutionally restrict local governments, and force them to collect taxes. The state legislatures cannot do this via fraud, pretending to allow freedom of local legislation when there is none.   Fraud is not needed, the use of fraud implies a due process violation.  Either localities have legislation rights, or the state legislature should formally apply its rules.  Counties are 60% union payrolls and 30% construction contracts.  Faking the county election process does no one any good.
