Democrats warn shrinking Biden's spending plan could backfire
“It is my absolute conviction that you’re not going to have a bipartisan bill unless you have a reconciliation bill of $3.5 trillion,” Sen. Bernie Sanders (I-Vt.), the chairman of the Budget Committee, told reporters.

This, at its fundamental, is revenue sharing in action. The difference in spending priority between the median states and the big coastals.  The median states win these battles.
