More scandals in government payrolls

The San Diego Union Tribune, home of one of our bankrupt cities is hot on the trail of more payola scandals in state government.

The media firestorm over the looting of impoverished Bell in south Los Angeles County shows no signs of abating. Everywhere reporters look, they find more dubious actions by the handful of city officials who arranged to receive absurdly high salaries.
But at some point the media glare must shift to the California School Boards Association, a nonprofit group that lobbies in Sacramento on behalf of 1,000-plus school districts and county offices of education and provides professional development classes to school board trustees and their aides.
The decision of CSBA leaders to nearly double the total compensation of CSBA Executive Director Scott Plotkin, from $289,811 in 2005 to $540,395 in 2007, then give him another raise in 2008 that brought his pay to $562,333, defies comprehension.
